🚨 Salem City Council has a new member. Joe Foley, a chiropractor who has attended council meetings for about a decade, was appointed Tuesday to fill the seat formerly held by John Saunders, who died in late August. Foley, 60, has lived in Salem since 1990 and is expected to be sworn in Sept. 28. He will serve until November 2027, when voters will choose someone to complete Saunders’ term, which expires at the end of 2028. Foley was one of 13 candidates considered, including former council members Jane Johnson and Lisa Garst. He has also served on local planning and professional boards and said his long attendance at council and planning commission meetings has given him a strong grasp of city policies and processes. 🚗 A $5 million TripStop travel center is planned for three acres at Exit 105 off Interstate 81 in Radford, a project city officials say could create 25 to 40 jobs and bring new economic activity to one of the city’s most important gateways. The family-owned company operates more than 30 locations across Virginia, North Carolina and South Carolina. The center is expected to include gas pumps, substantial parking, two quick-service restaurants, showers and a second-level patio overlooking the New River and I-81. Construction is expected to be completed by 2028. City officials did not disclose how much tax revenue the project could generate, but Mayor David Horton said new development could help Radford build a more sustainable financial future. For Kira Lowe, Head Start was the difference between struggling to find childcare and being able to work and support her daughters. The free federal program helped her after her grandmother, who had cared for her first child, was diagnosed with cancer. Now, proposed changes from the Trump administration are raising concern among Virginia advocates, who say looser regulations could mean lower-quality education, health screenings and developmental services — especially in rural communities. Head Start served 12,384 children and pregnant women in Virginia during fiscal year 2024. The administration says the changes would create more slots and save billions, while advocates fear the tradeoff could be fewer protections for families who depend on the program. 📚 Across Southwest and Southside Virginia, Dolly Parton Day is shining a spotlight on a gift that arrives in the mail: a free book every month for children from birth until they begin kindergarten. Parton founded the Imagination Library in 1995 in honor of her father, who never learned to read or write. By age 5, children enrolled in the program will have received 60 books. More than 31,000 children in Southwest and Southside Virginia are currently participating, while statewide enrollment has surpassed 102,000. The program has delivered more than 300 million books across five countries. In the Roanoke and New River valleys, a recent expansion exceeded its three-year goal of enrolling 1,000 children — with more than 2,000 already signed up by August. 🏘️ Wise County is betting that more housing could mean more jobs, workers and economic growth.
