Carilion Clinic has broken ground on a 40,000-square-foot facility in Daleville, adding a freestanding emergency department and outpatient care to its existing Family Medicine site. Emergency services will occupy the first floor; the second will house general surgery, orthopedics, cardiology, OB-GYN and imaging. The project is expected to be completed in 2027, expanding Carilionโ€™s current 25,000-square-foot facility. It will be the only full-service hospital emergency room within Botetourt Countyโ€™s borders, bringing emergency care and specialty services closer to Daleville residents. Virginiaโ€™s 2027 health insurance Marketplace opens Nov. 1, with state-funded premium savings available to some residents with low to moderate incomes. The Virginia Premium Savings program is aimed at eligible people whose household income is between 138% and 250% of the federal poverty level โ€” about $22,000 to $39,900 for an individual, or $45,540 to $82,500 for a family of four. The state estimates 200,000 Virginians could qualify. Enrollment by Dec. 15 is needed for coverage starting Jan. 1; open enrollment runs through Jan. 29, but later sign-ups could mean a gap in coverage. Del. Sam Rasoul, D-Roanoke, has joined Fishwick and Associates PLC as an associate attorney, about a week after becoming a licensed lawyer. Rasoul, who has represented Roanoke in the House of Delegates since 2014, graduated in May from the University of Daytonโ€™s part-time, year-round hybrid law program. He passed the bar exam in July and was listed among Virginiaโ€™s newly licensed lawyers in early October. At the firm, he plans to develop a practice focused on civil rights and criminal defense, while also working on broader civil litigation cases. Appalachian Powerโ€™s proposed compromise would freeze residential electric rates for a year starting March 1. After that, the average monthly bill would rise by 92 cents โ€” far less than the $9.10 monthly increase the utility originally requested for a 1,000-kilowatt-hour household. The proposal would also keep the fixed customer charge at $7.96, rather than raising it to $9. The State Corporation Commission held hearings this week and will decide whether to approve the deal. Some costs would shift from base rates to separate charges, which still could appear on customersโ€™ bills. Six candidates are competing for three Bristol City Council seats, and one issue has drawn broad agreement: Bristol should receive a larger share of the tax revenue from Hard Rock Casino. The city currently splits the revenue with 13 other Southwest Virginia localities, each projected to receive a little more than 7% โ€” about $1 million in 2026. Changing the arrangement would require approval from the General Assembly. Incumbents Neal Osborne, Michael Pollard and Mayor Jake Holmes are seeking reelection; Democrats Melissa Brown, Elijah Walker and Jackie Nophlin are also on the ballot. Early voting ends Oct. 31. Election Day is Nov. 3.
