The idea, said Sen. Creigh Deeds, D-Charlottesville, is to think of utility-scale renewable energy from a statewide perspective rather than as a strictly local issue.

Potential project areas include energy manufacturing supply chain, energy production, grid resiliency, energy storage, microgrids, hydrogen generation, smart cities, wind, small scale modular reactors and conversion of coal mines.
