A proposal to move more than 7 acres of unincorporated county land into the town of Blacksburg is among several items on a busy agenda when Montgomery County supervisors meet Tuesday.
The board will convene at 6:30 p.m. for a closed meeting to discuss personnel matters. The regular meeting will start at 7:15 p.m. in the second-floor board chambers at the county government center, 755 Roanoke St., Christiansburg.
Supervisors will vote to schedule a Nov. 12 public hearing on the proposed county/town boundary changes.
According to meeting documents, the town of Blacksburg has surveyed its corporate boundaries and negotiated with the county on moving 7.2 acres into the town limits. The purpose is to “correct errors and eliminating some situations where tracts of land are split by the current corporate boundary,” according to the proposed agreement.
Four areas would be affected: a section in the northeast including parts of Bishop Road, Mount Tabor Road and Happy Hollow Road; a section in the east including parts of Grove Avenue, Elliot Drive, Myers Place, Rucker Drive and Mason Drive; a section in the southeast near South Main Street; and a section in the southwest including the Stroubles Ridge subdivision.

Other scheduled items include:
- A public hearing and a vote on changes to the county’s program of tax relief for the elderly and disabled.
The total combined annual household income limit would change from $70,000 to $72,000. The total combined financial worth of people in a household would increase from $205,000 to $210,000. Changes to the exemption rate based on individual income would be as follows: For a 100% exemption, the income limit would change from up to $45,000 to up to $46,000; for a 60% exemption, the income limit would change from $45,001-$56,000 to $46,001-$58,000; for a 40% exemption, the income limit would change from $56,001-$70,000 to $58,001-$72,000.
- Approval of a county schools supplemental appropriation of $790,000 in the current school year. It reflects the awarding of a state GO Virginia grant that will be spent on instruction.
- Approval of a county schools capital fund transfer of $80,000 to replace playground equipment at Margaret Beers Elementary School.
- Appropriation of nearly $2.4 million in funds budgeted during the previous fiscal year but not yet spent, including more than $678,500 for government administration; more than $549,200 for public safety; nearly $517,400 for general services; more than $347,800 for parks, recreation and culture; $229,000 for community development; $39,000 for health and welfare; and nearly $37,900 for judicial administration.
- Appropriation of $80,000 from the county’s unbudgeted funds for a comprehensive assessment of county fire and emergency medical services.
- A Virginia Department of Transportation update on road projects and issues in the county.
- Public hearings and action on various local property tax exemption requests by nonprofit organizations, including the Agape Center, Christiansburg; DePaul Community Resources, Christiansburg; the Hacksburg “makerspace” for entrepreneurs, Blacksburg; and Valley Classical School, Christiansburg.
