A fourth candidate, Jamaal Jackson, received 1,143 votes despite having unofficially dropped out of the race on June 3. 

The Amherst County native and businesswoman will face the winner of the Republican primary, which has not been called yet, in the Nov. 5 election.

Shepherd, who was appointed to fill a vacancy on the board in January, will not face a Democratic opponent in the November general election.

The proposed increase would leave Henry County’s rate lower than those in Martinsville or Patrick County but would take it above Pittsylvania County.

Four candidates are seeking three Democratic nominations.

The moderate tone of the race may reflect a lack of policy divisions among the candidates, one political scientist said.
