At 7 p.m. Tuesday, the Christiansburg Town Council will consider rezoning 37.9-plus acres of land on 300 Kimball Lane S.W. to allow for a new housing development of 53 single-family detached homes.

For the development to move forward, the land must be rezoned from Agriculture to Single-Family Residential. The property is designated as Residential on the Future Land Use Map of the 2013 Christiansburg Comprehensive Plan. Concerns raised at multiple public hearings and governance meetings include traffic patterns, sewer infrastructure, housing density, cost of the homes and overall impact on surrounding neighborhoods.

On Feb. 2, the planning commission voted 3-2 against recommending that town council approve the rezoning request. Three commissioners were absent from the vote.

The applicant behind the request, RWJW Properties, is based in Christiansburg. 

Once more to a public hearing

Four public hearings have been held about RWJW’s rezoning request. At the planning commission’s first public hearing on Sept. 29, the commission voted 5-3 in favor of recommending the project. After the town council’s first public hearing on Oct. 28, the RWJW Properties submitted a revised proffer statement with a fifth new condition necessitating a second public hearing before both the planning commission and town council, per Town Code Sec. 42-12(c)(3). 

The planning commission’s second public hearing was held on Jan. 20, and the town council’s was held on Feb. 10. 

The five new conditions address housing density, construction of a public road connection, warranted road improvements, preservation of an existing vegetation area and phasing. 

In terms of density, RWJW Properties proposes to build a maximum of 2.5 single-family, detached homes per acre. As for phasing, the applicant proposes building no more than 53 single-family, detached homes on the property within three years of zoning approval. 

At the town council’s work session on Feb. 18, Steve Semones of Westwood Professional Services, an engineering firm working with RWJW Properties, explained that the anticipated price point for the new homes is $375,000 and up. This week’s council meeting agenda packet includes records of Semones’ discussion at that work session. 

The agenda packet from the planning commission’s meeting on Feb. 2 includes RWJW’s revised proposal, as well as maps of the property and a traffic impact analysis. Records from the planning commission’s work session on Feb. 19 include additional details about the zoning request and housing development.  

A property owned by RWJW Properties adjoins the Kimball land parcel and was rezoned from Agriculture to Single-Family Residential on March 11, 2025.

Tuesday’s council meeting is open to the public and will be held at Christiansburg Town Hall at 100 East Main Street.
