On Tuesday evening, the Roanoke County Board of Supervisors will consider three rezonings on second reading and hold public hearings for all three proposed rezonings.

First up is the request of Aila Boyd to obtain a special use permit to operate a short-term rental out of her home in the 3000 block of Colonial Avenue in the Cave Spring district. 

The planning commission recommends approval with conditions, including that the rental space is limited to the lower level of the building and that the number of guests should be capped at four.

Next is a petition coming from Hotel Shift Capital, LLC, a Texas-based real estate investment and development company, to obtain a special use permit that would allow for a 100+ unit apartment complex on 3.35 acres of land at 6510 and 6520 Thirlane Road, in Catawba.

The land is currently zoned C-2, High Intensity Commercial District, and would require a special use permit for the proposed development. 

The planning commission recommends approval with conditions, including that the property should conform to the concept plan and the schematic renderings, and that the maximum number of units allowed should be 105.

The property currently contains two vacant Knight’s Inn buildings, each with 60 units, an office building and a pool. The inn closed in early 2025.

According to the agenda documents, in 2022, the U.S. Attorney planned to seize the property due to an alleged drug and sex trafficking conspiracy. The special use permit and property sale are a part of a settlement agreed to by the property owner and U.S. Attorney, the documents say.

The apartments would include studios and 1-bedroom apartments. The development plans propose 159 parking spots, some located where the pool currently sits.

The last public hearing and ordinance reading to come before the board on Tuesday is a petition from WRV Properties, LLC, to rezone 25.3 acres of land and acquire a special use permit to operate retail sales, a general office and a construction yard at 3233 Catawba Valley Drive, Catawba.

The land is currently zoned Agricultural/Residential District, and the proposed rezoning is for a Low Intensity Industrial District, with a special use permit for the construction yard.

The planning commission recommends approval if the project is carried out in conformance with the concept plan prepared by Balzer and Associates.

The proposed construction yard would be operated by National Pools of Roanoke, Inc. 

The property was formerly Roanoke Moose Lodge #284, a club that ceased operations in fall 2024 and has been vacant since. 

The public hearings, during the board’s 6 p.m. session, follow a regular session at 2 p.m. Both sessions will be held in the Roanoke County Administration Center, at 5204 Bernard Drive.
